I don't think either one of them can give up on the other, though they would be hard-pressed to admit it. Well, they do admit it from time to time. Atlantis is a great example and in The Mind of Evil when the Master has no problems with torturing the Doctor with the Keller machine, but then seems genuinley worried when the Doctor almost dies. In facr, he looks pretty heart-broken. :)
